The top card appears to be rare, the next three uncommon, and the fifth card in the pile is debatable. I've seen the card that appears there also appear in the 2-4th spot as well. So that one has thrown my list off.
It is interesting how the set doesn't even approach an equal number of cards per faction, and of the Monarchs and Jammers, the Monarchs get a lot more cards! When I was talking to Jose and Ian about it, they said the narrative thread was more important than making sure everyone got X cards. I'm all for that. No filler cards that way.

Not just that, but remember that the Monarchs are actually FOUR factions all balled together into one color. Alliances within the Monarchs are made and broken over time, so they do kinda hang together. Also, the Triumvirate cards, which are Ascended/Monarch/Jammer cards, seem to be clumped into purple, giving more cards for them.

[...] please note that the set contains 134 cards not 140. I apologize for the discrepancy but we axed a handful of cards at the last minute because they just weren't working right (either unbalancing or useless).
A handful of the Netherworld commons (4-7) will be appearing in second edition (available in March), we'll probably be releasing a list of those cards in a few weeks. About two dozen Netherworld cards will be folded into the Shadowfist main set in 3rd Edition Shadowfist (no release date set but probably a year from now). We're doing this because Netherworld contains several instrumental cards that we'd like to see players have ready access to not the least of which are the Four Monarch and Jammer cards that flesh them out. Once we've decided on which cards will be folded into these future editions we'll release a list.

I've personally seen a few packs with duplicate uncommons. Rob confirms that this is possible, and speculates that it may be due to the cards that were removed at the last minute -- effectively, some cards are U2s. Sibling Rivalry falls into this category.
