Notes:

This is a Eunuch theme deck - it has 23 cards with the Eunuch designator. It was expecting to meet other theme decks and so carries a full load of Discerning Fire. The Eunuchs mostly provide lots of power by means of Imperial Boon and Feast of Souls. This power is then spent on big hitters like the White Ninja, Queen of Ice or the Thing. Then too the opponents' strength can be turned against them with Lotus staples, Evil Twin and Tortured Memories.
Arthur seems to be a fan of theme decks and, besides this one, is famous for his Cop deck. He himself is the most amiable of players and has not, until now, been noted for the killer instinct. If anything, he was notorious for setting up other players for the win - a good person to have on your right. Perhaps his over-optimism has now been cured and we will have to watch him more closely. To help you recognise him more easily, see the attached picture. This crude photo does not do him justice but will, at least, help you understand his subtitle of Grizzled Vet.
