Notes:

This is very slim for a four-player deck, at just 48 cards. Bernie Hsiung also plays decks of this size in multi-player, and also has success with them, but most of the rest of us don't seem to be able to pull it off. The proportions are also a bit unusual; there are probably more Monarchs than are absolutely needed, with five providers to support a mere five States and one non-essential Event. Meanwhile, there are only five Dragon/Tech providers to support eighteen cards that require those resources, with none of the hitters needing less than two Dragon resources. Still, the Gambits help a lot, and it didn't seem to cause Joe any problems. I think in a deck this size, it's easier to count on getting the resources you need.
